Untangling a tracking setup four specialists couldn’t agree on

Atom Digital rebuilt a digital marketing agency’s conversion tracking after a fragmented, multi-specialist attempt at server-side tracking left consent signals, Google Tag Manager and HubSpot all out of sync.

How it was done

The situation

The agency needed ongoing support across Google Ads, Microsoft Ads, Google Tag Manager, GA4, server-side tracking and HubSpot — with tracking split awkwardly across a HubSpot-hosted subdomain and a separate, sprawling WordPress site.

Incomplete and non-compliant at the same time

The agency had already attempted server-side tracking for Enhanced Conversions themselves. It hadn’t worked: cookie consent wasn’t feeding into Tag Manager correctly, and Tag Manager wasn’t using the consent signals it did have to pass data through to HubSpot properly. The result was tracking that was both incomplete and non-compliant.

Diagnosis and decisions

The root cause wasn’t technical difficulty. It was fragmented ownership. A different specialist owned each piece: the PPC side, Tag Manager, server-side tracking, HubSpot. None of them owned the whole stack, so the pieces never quite fit together. The fix needed someone who understood all four domains at once.
